FLORHAM PARK, NJ (December 2021) – Bressler, Amery & Ross, P.C. is proud to announce that Principals Cynthia J. Borrelli and Stephen J. Shine have been appointed to the National Health Law Program (“NHeLP”) Board of Ambassadors.

As head of the firm’s Insurance Law practice group, Borrelli has an active health insurance compliance, transactional and regulatory enforcement practice across the country and provides quality legal advice relating to property-casualty and life, annuity and health, managed care, disability insurance and reinsurance matters, with particular emphasis on insolvency regulation. She has advised clients and handled contested issues, primarily in New York and New Jersey, in insurance related matters for most of her career, including insurance and reinsurance transactions, mergers, acquisitions and other holding company transactions, contractual, employment and other business disputes, enforcement proceedings, filings, rate hearings and appeals of administrative actions. Borrelli is widely published in her field of practice, has strong relationships with state insurance regulators, and has authored articles and book chapters about insurance and healthcare law, most recently as an editor of the Lexis Practice Advisor Section on insurance.
Recognized as a leader in the securities industry, Shine coordinated Wall Street's fight against terrorist financing, money laundering and compliance with Patriot Act and related regulations. Prior to joining Bressler, he served as Chief Regulatory Counsel for a major financial firm for 16 years. He is a founding co-chair of the Securities Industry and Financial Markets Association (SIFMA) Anti-Money Laundering Committee for which he was a recipient of the SIFMA Distinguished Leadership Award. He has conducted training sessions for securities regulators and self-regulatory organizations in the U.S. and regulators and law enforcement agencies in China, Russia, and the United Kingdom. Notably, Shine serves as Chairman of Inwood Community Services, a non- profit that among other things provides comprehensive mental health services and addiction counseling to underserved residents of northern Manhattan.
